What is Property Mutation?
Property Mutation (often called Dakhil Kharij in North India, or Khata Transfer in the South) is the process of changing the title ownership from one person to another in the local municipal or revenue records. You must apply for mutation after purchasing a property, receiving a gift, or inheriting property. Without it, the previous owner's name will continue to appear on property tax bills and utility meters.
Crucial Fact: The Supreme Court of India has repeatedly clarified that mutation entries do not confer or extinguish legal title to a property. The Sale Deed is what proves you own it. The Mutation Certificate simply proves you are the one liable to pay taxes on it to the government.

Who can apply?
- Anyone who has recently acquired property via Sale, Gift, Partition, or Inheritance.
- Holders of registered deeds looking to formalize their civic identity.
Required Documents
- For Sale/Gift: Registered Deed copy, up-to-date tax receipts, Aadhar/PAN, Indemnity Bond.
- For Inheritance: Death Certificate of previous owner, Succession Certificate / Legal Heir Certificate, Will (if applicable).
Application Process
Online Mutation Process (Dakhil Kharij)
Most states have digitized this process (e.g., e-Nagarpalika, BBMP Sakala, IGRS integrates). The process usually entails:
- Navigate to the respective state's Revenue Department or Municipal Corporation portal.
- Select "Apply for Mutation" or "Name Transfer".
- Upload the scanned copy of your newly registered Sale Deed or Heirship Certificate.
- Pay the mutation processing fee online.
- A Revenue Inspector / Patwari will verify the application and might issue a 15-30 day public notice inviting objections.
- If no objections are raised, the property record is updated, and a digital Mutation Certificate is generated.
